City of Vultures:

Johnny Ace, back in Liverpool after his soujourn on the Costa Blanca, has a new young assistant - the voluptuous Cameron. It is 2004 and Liverpool awaits a property boom after being named European City of Culture 2008. When the headless body of a tramp is found in a doorway, one of Johnny Ace's business cards is found in his pocket. Meanwhile, Lucky Learoyd who does a P.J. Proby tribute act around the clubs, and car dealer Oliver Clarke, both come to Ace Investigations for protection after receiving death threats. With lots of money to be made in the city, the property vultures are moving in for the kill and Johnny finds his own life in danger.
